SUMMARY REPORT FLORIDA BUILDING COMMISSION ACCESSIBILITY ADVISORY COUNCIL June 8, 2009 Waivers from Accessibility Code Requirements
1. Muvico Theaters Cocowalk Requirement: Vertical accessibility to all rows of seats in a stadium type movie theater. Action: Deferred to August meeting at the request of the applicant.
2. United Way of the Big Bend. Requirement: Vertical accessibility to the second floor of an office building. Action: Recommended approval.
3. The Palms Hotel and Spa. Requirement: Vertical accessibility to the front entrance of a historic building. Action: Recommended approval.
4. Miami-Dade Fire Rescue Station #64 Requirement: Vertical accessibility to the second floor of a fire station an accessibility to firefighters’ toilet rooms. Action: Deferred to August meeting for additional information.
5. New Emerald Coast Middle School. Requirement: Vertical accessibility to all rows of seats in two bleachers in a gymnasium. Action: Recommended approval, to include required companion seats.
6. The Urbana Retail Tenant Building. Requirement: Vertical accessibility to open air rooftop parking. Action: Deferred to August meeting to present new information to the Advisory Council.
7. Winter Haven Fire Safety Complex. Requirement: Vertical accessibility to the second floor of a fire station and accessibility to firefighters’ toilet rooms. Action: Deferred to August meeting for additional information.
8. Island Water Sports. Requirement: Vertical accessibility to a second floor storage area in a retail facility. Action: Recommended approval.
9. Dick Brown Park – Dave Manzo Field Requirement: Vertical accessibility to all rows of seats in two bleacher systems at a baseball field. Action: Deferred to August meeting for additional information.

IAEI Minutes North Florida Division June 3, 2009 www.iaeifl.org
Richard Davis called the meeting to order on June 3, 2009 at the Golden Corral Restaurant in Palatka at 12:00 PM. John Griffin led us in Prayer & the Pledge.
Present at the meeting were: Dallas Stratton, Wes Colley, Don Brindley, Edwin Garcia, Richard Davis, Charles Crain, Phil Dunnington, Charles Grebe, Don Schlueter, John Griffin, Jimmy Douglas, Joff Filion, Raymond Smith, Joe Roesler, and Alan Waters.
A motion was made to accept last month’s minutes as written, it was seconded. The motion carried.
Treasury Report: Dallas Stratton reported that all bills are paid and we are solvent. A motion was made to approve the Treasurer’s report and pay all bills. A second was made. The motion carried.
Old Business: The new officers where sworn into office, they are as follows: President- Richard Davis Vice President- Charles Grebe Secretary- Alan Waters Treasurer- Dallas Stratton
New Business: Jimmy Douglas brought the proposed changes for the next generation of by-laws back from the State meeting. We discussed the changes between all the officers prior to the meeting and agreed with them excluding a small change in verbiage concerning the number of officers. It was presented at the meeting and a motion was made to send in the signed changes plus corrections. Those where sent to Bill Pancake the next day.
Wes Colley with the ECF thanked Raymond Smith with Cogburn Electric for them joining the ECF as a corporate member.
Jimmy Douglas asked who would be interested in an inspector class concerning solar. Education & Membership: Don Brindley reported we are at 149 members. Don discussed several code questions that where brought up during the last State Conference held at Destin, Florida. This month we had in a representative from OSHA who gave us a presentation concerning hazards and health programs, thanks Joe. Don Brindley’s CEU seminar information, see insert.
The next meeting will be held at the “Golden Corral” Restaurant in Palatka at 12:00 noon July 1, 2009.

TALLAHASSEE – Governor Charlie Crist today announced the following reappointment and appointments:
Florida Building Code Administrators and Inspectors Board (Senate confirmation required)
Nicholas Sasso, 44, of Port Richey, building code administrator, Bureau Veritas North America, reappointed for a term beginning June 25, 2009, and ending October 31, 2011.
Gerry A. Demers, 54, of Crestview, development services director, Walton County, succeeding Robert D. Nagin, appointed for a term beginning June 25, 2009, and ending October 31, 2011.
Orlando Lamas, 33, of Miami Springs, owner, Lamas Associates, succeeding Charles M. Sheridan, appointed for a term beginning June 25 2009, and ending October 31, 2009.

Florida Building Code Update
Dear all interested parties:
The purpose of this email is to provide you with an update regarding the current update to the 2007 Florida Building Code. At the June 9, 2009 Commission meeting, the Commission held a rule adoption hearing regarding Rule 9B-3.047 for the purpose of reviewing and taking action on the proposed glitch code changes to the 2007 FBC. As the result of the hearing, staff published a "Notice of Change" detailing the changes as approved by the Commission. The changes are posted at the link below and titled "Notice of Change as a result of the June 9, 2009 hearing".

As per Chapter 120, Florida Statutes procedures, the Notice of Change will be noticed/published for 21 days and then filed with the Department of State. The projected effective date for the changes is mid August 2009. The following is the "purpose and effect" of the changes:
Purpose and effect: Implement limited changes to the building code that meet the criteria established by Section 553.73(7), F.S., which are identified as follows: 1. An update to the electrical code (2008 NEC) including an exemption for residential pool pumps from the requirements for ground-fault circuit interrupters (GFCI); 2. Amendment deleting requirements for equipotential bonding for pools since it would be covered under the updated electrical code; 3. Amendment clarifying that "opening protection" as it relates to alteration is limited to site built single-family detached residential structures and homes built prior to the implementation of the Florida Building Code; 4. Correction of a nail diameter that create conflict within the Code; 5. Amendment relating to underlayment standards for mitigation; 6. Amendment to update the energy code computer compliance tools to more accurately reflect code requirements, correct certain "bugs" and equipment baselines founds in their applications; 7. Amendment to revise the energy code residential prescriptive compliance form for consistency with the code requirements and correct certain code implementation dates for equipment; 8. Amendment clarifying that construction documents must be prepared by a registered design professional where required by Florida Statutes; 9. Amendments relating to public swimming pool provisions for consistency with the latest revisions to the Department of Health (DOH) Rule 64E-9, FAC; 10. Amendment to the energy code to clarify the treatment of multiple heating fuel types for consistency with the computer compliance tool; 11. Amendments regarding standard for supporting brick, stone or other veneer; and, 12. Amendments to correct reference sections and unintended omissions of Florida specific amendments as appropriate.
Please also note that the Commission at the June meeting reviewed a number of rules, approved products within the scope of Rule 9B-72 State Product Approval, took actions on accessibility waivers applications and a number of Declaratory statements providing clarification on issues relating to the Florida Building Code and the State Product Approval Program. In a Electrical room located on the 17 Level of a hi-rise a have a step down transformer that has its primary disconnect located on the 9th Level per the engineers design. I am not to happy with this design due to safety reasons. Wanted to get your opinion on this design?

Hello to All,
I have a Busway installed thru a hi-rise building (non splash proof)on a horizontal run that has several sections where the plumbing contractor and fire sprinkler contractor routed the conduits (coordination) above the busway, since this portion of the run is not splash proof, do you think they would have to reroute these or provided some type of protection.

Rumor has it that the DCA/FBC is delaying the adoption of the 2008 NEC until September of this year. I have a call in to Mo Madani and Betty Stevens for confirmation.
No one from the Electrical TAC can seem to give me a straight answer....
