Hello Everyone,

I have a couple questions regarding the installation, permitting, and licensing of Lightning Protection Systems.

F.S. 489.503(22) specifically exempts, “Any person who installs or repairs lightning rods or related systems” from ECLB regulations. However, lightning protection systems are required for three occupancy types per the FBC (419.3.19, 420.3.26, and 423.17.7) and the NFPA 780 – Standard for the Installation of Lightning Protection Systems is directly referenced in Chapter 35. While not required for other occupancy types, complete and partial LPS systems are frequently installed on new and existing structures.

So:

1. Do LPS installations as required (or not) by the FBC require a permit? If so, what licensing if any does the installer of the system need to have?

2. LPS’s installed per the NFPA 780 include provisions for Surge Protection Devices. The installation of these devices is regulated by the NEC in Article 285. In many instances, the installation of these devices involves the premise wiring system such as service equipment, panelboards, and associated wiring. In this case, must the installer be licensed under the ECLB and would a permit be required.

3. Other sections of the NEC such as 250.106 require the grounding terminals of a LPS to be bonded to the grounding electrode system of the building or structure involved. Can this work be performed by the ECLB exempt LPS installer or does the scope of that work fall under ECLB regulations?

So I guess the ultimate question is how your individual jurisdictions have and are handling LPS installations and installer licensing and permitting requirements.

I was talking with My BO the other day and he was involved in a discussion about cords run through ceiling tiles to plug in projectors hung from a suspended ceiling with the receptacle above. This is prohibited by 400.8(2) but as I read further, I stopped at 400.8(5) which seem to prohibit ANY cords above a suspended ceiling. This concerns me since more than once I have had an Air Handler installed above the ceiling and the mechanical contractor has used a cord connected pump to get the condensate out of the building. have had other instances like this on other occasions.
So, while I know of no article that prohibits receptacles above a ceiling, this article seems to prohibit any permanent cord connected devices from being installed above a ceiling.

I would love some imput.

Greetings to all from beautiful downtown Hudson FL.

Members about the state are receiving emails advertising ECLB approved on line courses sponsored by the IAEI-IO in Texas. This is a very touchy and delicate issue between the Florida Chapter IAEI and the IAEI-IO. The problem reared its ugly head last Thursday 08/12 with the mass emailing to Florida Chapter members. Your Chapter President and Secretary are aware of it. They are gathering necessary information and Board of Directors members' opinions prior to confronting the IO about this issue.

There was a lively discussion about this last Thursday at the Suncoast Division monthly meeting. As a former Chapter Secretary who helped implement CE courses with the BCAIB and ECLB in 1993-95, I gave the attendees a brief historical back ground as to why the IO forced the Chapter into the CE business.

CE seminars and activity is the crux of major income for the 9 Divisions as well as for the Chapter itself. Now that a person can sit down at home and get their 14 required CE hours, will we ever see them again. On line courses should never have been allowed by the ECLB. They have already drastically cut into seminar attendance around the state. I personally know of 6 contractors in the Tampa Bay area who take all their required courses on line, using the flimsy excuse of not wanting to sit in a boring class room for 8 hours. Give me a break now ! An on line course cannot and never will be able to provide the kind of intimate contact between an instructor and the pupil, that is crucial to understanding all codes, not just the NECode. What effect has this had upon our inspection agencies, when red tags are issued and the contractor claims ignorance because he or she was not willing to sacrifice some time to get quality exposure to quality presentions. And believe thee me, all of the Florida Chapter's Divisions and the Chapter go out of their way to present quality seminars with top notch presentators.

If any one has any questions about these on line CE courses by the IO, please direct your concerns to your Division Officers and the Chapter BOD representative from your Division. For those IAEI members that are not affiliated with a Division, please contact your Chapter President or Secretary.

The NECode is already a complex publication. And each code cycle makes it all the more complex. Contractors as well as inspectors must see their way clear to avail themselves of seminars that will enlighten their walk through the NECode. This is a very important example of ignorance not being a valid excuse for failure (i.e.- red tags).

Greetings all !

Scott Ritchie of UL gave a presentation along with discussion of UL's efforts against counterfeiters of product and the UL logo. Scott emphasized that UL takes all legal steps possible to prevent products bearing a counterfeit UL Mark from entering the stream of commerce. An estimated figure of $ 500 billion USDollars was given to illustrate the cost of product counterfeiting, which is approximately 5-7 percent of global trade. This is a huge, huge amount !

UL has established an aggressive program to fight this problem. It devotes more than $ 2 million (USD) annually to protecting intellectual property (legalese for fake products and markings). It is working closely with law enforcement officials and customs agents around the country. It conducts annual training for law enforcement at key North American ports.

Scott showed via power point, how to access the UL web site to get to the various areas covering counterfeit activity.

If anyone encounters a product that you suspect carries a couterfeit UL Mark, you are urged to contact UL via email at ( anticounterfeiting@us.ul.com ).

Scott closed his talk by stating that counterfeiting activity is a problem for all NRTL organizations, and that each one needs to take this activity seriously.

The July meeting of the Gulf Coast Division was called to order by President Robert Romano. Secretary Bryan Holland updated the attendees on upcoming dates to remember, membership numbers, and IAEI news.

Committee Reports:

Bennett Rosenberger and Wes Colley updated the membership on ECF news and events. Tommy Lasprogato updated the membership on the development of a “Chapter Meeting Committee” being established to take on the duties and responsibilities of hosting and conducting the Chapter Meeting and Seminar in 2013.

Code Discussion:

Secretary Bryan Holland opened a discussion on a recent letter published by UL regarding Standard 1081 and GFCI protection of pool pumps. Gregg Brown opened a discussion on “e-metering” equipment permitting and inspection requirements.

Presentation:

Secretary Bryan Holland gave a presentation on the Nationally Recognized Testing Laboratory Program. This was a free 1-hour Advance Module CE Course.


Meeting was adjoined at 2:00 PM. Our next meeting will be held on August 18, 2010.
