MINUTES: AUGUST 12, 1999 IAEI SUNCOAST DIVISION, FLORIDA CHAPTER
GENERAL MAEETING: CITY OF LARGO

INSPECTOR MEMBERS 16 ASSOCIATE MEMBERS 7 GUESTS 2

1. At 1:45PM, our President Ralph Philbrook called the Suncoast Division Regularly scheduled meeting to order. The Pledge to the Flag was immediately followed by a round robin of introductions. The Chair recognized a two first time visitors: Scott Mroczowski, with Gaylord /Miller Electric and Kelly Shaddock, with Huettig Electric.


2.The Division read the Minutes for the June and July General Meeting. Jim Yost made a motion for acceptance of the minutes as printed, with a second made by Dick Graham. All were in favor.

Accepted by the Secretary and on file a copy of an e-mail to Leviton concerning GFCI’s; copy of an application for the August 14 seminar on the ’99 Code Changes; copy of article from Security Systems News referencing NFPA 72-388; Copy of the Florida Energy Code referencing the “ 2 CFM Rule”, and Bi –Annual Membership Roster and Report.

3.Ruben Rocha, the Division Treasure, gave his report. The Division remains s financially sound and Ruben noted that the cash flow report does not reflect funds that were given to him by the Secretary.
Jim Yost motioned to accept the Treasurer’s report and Jim Pappas made a second. All were in favor

4.The Chair asked the Secretary if there were any additional items for mention. The Secretary made brief mention of Senate Bill 2268, commenting on its approval and will become law on October 1st. Robert noted he had spoken with the ECLB about 20 minutes prior o this meeting. Additionally, a new printing of Chapter 489 should be out within the next 120 days. Some discussion took place concerning this bill. The secretary was asked for the website of the Florida Legislature: http://www.leg.state.fl.us/

The Secretary sent e-mail to Leviton concerning GFCI’s. As of this meeting, no response has been made. The President noted that Joe Bolesina has spoken to Scott Ritchie from U.L. The Secretary brought to the Division’s attention an article from Security Systems News, an industry publication, referencing a proposed change: NFPA 72-388. A diagram referencing the Florida Energy Code on the 2 CFM Rule was
Additionally referenced.

5.OLD BUSINESS: Joe Bolesina mentioned the seminar this Saturday, August 14, being held in Clearwater on the ’99 Code Changes. The Secretary read aloud the details and was corrected concerning lunch being served at the seminar. Joe Bolesina commented on Mark Ode ‘s ability and professionalism as a speaker. The Chair asked Joe about the scholarship and if there has been anything done with this.
Discussion about the scholarship took place and the Chair asked Joe if he would look farther into it again.

Dick Graham took to the floor concerning the PCCLB and Florida Power, stating, they have reached an agreement with the installation of a Florida Power Surge Arrestor, Meter Treater, Dick said that Florida Power would pull the proper permit for the type of work to be done. Ruben had no comment. Discussion took place on what has been previously done. The agreement allows Florida Power to install a surge arrestor without a permit, however, if any additional work is to be done, a permit is required. Some discussion on local jurisdiction requirements for pulling permits, when required, took place.

Discussion on the issue of pulling a permit to install the Meter Treater took place and a question asked by Gene Swisher as to whether Florida Power is using licensed contractors or not. Ruben answered that Florida Power is using licensed contractors to do additional work.

6.NEW BUSINESS: The Chair asked if Joe Bolesina had any new business. Joe promptly took to the floor
And presented an interesting breaker adapter for Cutler Hammer breakers. No Listing was evident. Another item was presented that installs inside of an air conditioning unit. This is an ultraviolet light device that supposedly is placed inside of the unit to stop mildew. This item has no known listing.
Joe informed the Division about an article on an AC repairman, who upon father investigation, has no license.

A generic GFCI was the next topic mentioned. Scott Ritchie made a few brief comments about this bogus device from China. Scott commented on the UL program to train US Customs to look for these types of items being shipped to the United States.

The Secretary, Robert Christlieb, informed the Division about an upcoming Fire Alarm Educational Seminar taking place on August 24.

The Chair asked Scott Ritchie how things have been going since he has not been at our Division meetings lately. Scott commented on how busy it has been.
Julian Burnside asked Scott who the supervisor of inspections is now. Scott informed the Division that Ed Absher has moved to Denver and john Stansel will be taking over Ed’s position.

Dick Graham spoke about an upcoming meeting on August 18, where concerned parties can bring up problems for discussion and comments.

Discussion about the recent visit from FEMA representatives took place, with discussion about compliance with FEMA rules and actually pulling permits to physically go out to the job and look at it. Discussion on FEMA rules concerning meters, water conditioners and pool equipment took place Noted was Withalacoochee Power Co-Op still supplies the meter can so that it can be out below the flood line. Noted is that when something becomes insurable, it must comply with BFE. Further discussion took place concerning platforms and accessibility to electrical equipment.

Mac McDonald discussed a light fixture problem within a bathroom and the NFPA explanation concerning pendant, hanging, cord connected, fans, and track lighting. The discussion is in reference to Article 410-4(d).

Nelson Montgomery had a final comment. A local home supply company has asked the City of Tampa to come in and help their employees understand the Code. Presently, the City of Tampa is declining from any type of instruction, leaving that for the electrical instructors. On August 18, the City of Tampa will be setting up its “Safety House”. A permit booth will also be set up for the grand opening. Discussion took place on a recent experience in the City of Tampa where a homeowner used advice given to him by a local home supply company and the corresponding problems that were found.
The City of Tampa “Permit Man” was also mentioned.


7. Jim Yost made a motion to adjourn and Steve Doyle made a second. At 2:25PM, the Suncoast Division adjourned.
