MINUTES: JANUARY 13,2000 IAEI SUNCOAST DIVISION, FLORIDA CAHPTER
GENERAL MEETING: TECO WESTERN DIVISION

1.At 1:30pm, the first meeting of the millennium for the Suncoast Division commenced with the Pledge to the Flag as led by the Division’s new President Steve Doyle.
Following the Pledge was the Division’s customary round robin of introductions.
There were no new members.
2.The installation of Officers was deferred to the next regularly scheduled meeting so that all the Officers may be present.
3.The minutes were accepted and approved with a first motion made by Dick Widera and a second voiced by Bob Crane. All were in favor.
4.The Treasurer, Ruben Rocha gave his report with a total disbursement of $ 2,254.00. No income was to be reported and the Division remains financially stable. Dick Widera motioned for acceptance of the Treasure’s report as read and a second was made by Mac McDonald. All were in favor.
5. Secretary Christlieb read aloud a letter from the Independent Electrical Contractors thanking the Suncoast Division for its recent contribution of funds for new Codebooks for apprentices. The Secretary brought to the Divisions Attention a letter from the PanHandle Division. A request for Code question, for the May seminar, was read aloud and Dick Widera informed the Secretary that Joe Bolesina is on that committee.
The Secretary presented Jim Yost with a past Chairman pin for serving as the Division Chairman in 1996 and 1997. On behalf of the Division and Officers, Secretary Christlieb recognized the Florida Chapter Secretary Dick Widera for all his tireless efforts for previously serving as Suncoast Division Secretary. Mr. Widera was presented a plaque with a scribe’s feather on it to symbolize those efforts. A short appreciative speech thanking the Body and the Officers, followed.
6.OLD BUSINESS: None at this time.
7.NEW BUSINESS: Ruben informed the Division of an upcoming PCCLB meeting concerning service changes, temporary wiring and utility providing permanent service connections. Discussion will take place on “After the Fact Permit” designed for emergency situations when a building department is closed on weekends and holidays. Ruben discussed some of the current forms and that criteria is to be established. Mel Hill made reference to an emergency form within the PCCLB amendments. Discussion about who was making a complaint took place and potentially who should be responsible.
Discussion on scheduled outages and service changes were discussed. Some members explained experiences with other Utilities. Mac McDonald explained what the process is for a layout number, which means that a TECO engineer will be out to look at a project prior to the service being installed. The TECO layout number is tied into the electrical permit.

Discussion on City of Tampa’s pre-release was discussed. Other jurisdiction’s procedures were compared and discussed. Scott Mroczkowski made mention of some of the difficulties with contacting an engineer with Florida Power and made a suggestion to have a single phone number to call. Scott stressed communication is very important.
President Doyle explained the process within Hillsborough County where an Inspector can release a service over the phone for re-connection by TECO. Hillsborough County and TECO have flexibility and communication. Explanation of service release was discussed as well as other aspects of inspections. “Service Only” inspections were discussed.
Noted is that different jurisdictions have different requirements.
Discussion on how to prevent circumvention of the permit process commenced with comparisons to different jurisdictions.
The issue of having the Utility there on request was the focal point and Florida Power will not schedule the work too be done until after the service has been releases. As a result concerns about installing temporary power to a new service can present an unsafe condition because the customer still needs to have power.
After hours emergencies were discussed again and Ruben made it clear that Florida Power will not schedule the work until they, Florida Power, have a service release.
Overall, this matter was intensely discussed and comparisons made. Suggestions were made and this is a matter between Florida Power and the PCCLB to determine an effective operational procedure.
8. Steve Doyle informed the contractors present at the meeting that Hillsborough County will be tracking red tags and not readies by contractor. After a certain percentage, the contractor will be issued a letter that they are being tracked and if the contractor does not change his ways, he will be cited. If after the citation the contractor has not improved, the contractor will be taken in front of the Hillsborough County Electrical Board. Steve noted that the percentage has yet to be formally determined. Hillsborough County will soon be instituting the Sunset Law and this will soon be up for review by the Hillsborough County Electrical Board.
Discussion on correction notices and notice of violation commeneced.
Larry Cox informed the Division of the City of Tampa Electrical Advisory Committee. This committee recently supported and approved a plan to increase permit fees by $8.00 for a fund to purchase, as well as, maintain new vehicles for the Electrical Inspectors.
9.Mel Hill asked the Secretary about the Pan Handle Division resolve issue letter. Secretary Christlieb referred this question to the State Secretary, Dick Widera. Dick made some comments
About this letter and explained some of the issues involved. This issue is related to amendments with the Florida Building Code. Further discussion on a statewide code took place.
10. At 3:15pm Jim Yost made a motion to adjourn and Jesse Harris seconded that motion.
