GENERAL MEETING: TECO WESTERN DIVISION

1.Nelson Montgomery acted in place of our Division President Steve Doyle and initiated the Suncoast Divisions General meeting at 1:32 PM. The pledge to the Flag was immediately followed by a moment of silence for Steve Doyle and his family. The customary round robin of introductions took place and the floor was then turned over to the guest speakers, Dana Hardee with Action Electrical sales and Jim Davis with Rectorseal.

2.Jim Davis, a regional manager with Rectorseal, presented information concerning fire stopping. He explained some of the various types of materials that have been used and some of the inadequacies of theses methods. Jim presented a Metacaulk step-by-step booklet that contains guides for product usage and installation techniques. He explained that fire stopping is a system that consists of a combination of products designed to stop the spread of flame, smoke and toxic gases from going through a penetration. Jim explained various through wall penetrations and some of the systems that are designed to seal various penetrations.

Additional handouts consisted of diagrams and brief inspection explanations. A product catalog that shows the products that are available for use from Metacaulk.

Jim explained that the Inspector should asked for the drawing submittals from the General Contractor that show how the fire stopping will be done. He explained that that the submittal is an engineered drawing that shows what the penetration will look like and how it will be sealed. It will also show a U.L. number on that drawing. A reference was made to the U.L. Fire Resistance Directory, orange book, which is the guide for fore stopping systems. Each separate test that passes will receive a specific U.L. number. Reference was made to page 4, of a white handout, titled Inspecting for Firestop

Jim explained how fire products work and that is these are products are intumescent. An intumescent product will expand within a hole to shut out smoke, flame or gas. Commented during the presentation was that Rectorseal will provide labels for penetrations done on a project. This label will state the U.L. number and how the fire stop was done. It’s not a requirement, but something helpful, with making an inspection. Jim additionally explained what to look for in a fire stopping system and how to perform a destructive test.

Fire system testing was explained and how the testis performed by a testing facility. Commented about was expanding foam that most foam is not designed for fore stopping and are they, flammable. Jim informed the Division that foam is manufactured for use with a fire stopping system, which is a two-part foam, and it is very expensive.

Reference was made to the Metacaulk Step by Step guide, which enables an installer to look up the type of penetration that needs to be made and guides the installer to the particular U.L. fire stopping system and the product needed.

Questions about MC cable came up. Jim commented that MC cable is treated as EMT for fire purposes, as recognized by U.L., and burns the same as EMT. For more information, an installer can contact Metacaulk at 800-231-3345 for additional information or diagrams.

Discussion on box installation in firewalls and various types of boxes took place. Jim also passed out a sample product called Box Guard, which is designed to fill up a box when heat is applied.

Discussion on the products and installation took place. Also, Rectorseal can assist an installer and make suggestions for installations that do not correspond to a specific fire stopping system.

The Division thanked Jim Davis and Dana Hardee for their very informative presentation on fire stopping systems.

3. The minutes for the March 9 General meeting were read. A first motion was voiced and a second made by Scott Anderson. All were in favor. Secretary noted to minor corrections.

On file with the Secretary are the following: Metacaulk Step by Step Guide, Inspection handout, and catalog; copy of map for new meeting location in the City of Largo; letter concerning the SBCCI – ICC code development hearings; copy of the Southern Section Officers and Committees.


4.The Treasurer was not able to attend.

5.OLD BUSINESS: reference was made to Masters Technology letter concerning polymeric products used in neon installations. Secretary Christlieb will have copies sent to those who make a request.

6.NEW BUSINESS: Secretary asked the Division what type of electronic media would work best for the monthly flyer. At toady’s meeting, e-mail addresses were collected. Secretary Christlieb also made suggestions for saving the Division money by mailing a letter quarterly. The Chair asked for the Divisions assistance. Discussion of the website and reducing time involved with producing a monthly letter. Nelson commented on how the ECF is currently using faxes to inform its members of meetings. Also noted is the Pasco chapter of the ECF is online thanks to the efforts of Ruben Rocha.

Bob Moore discussed the annual meeting that he attended for the International Code Council, which is made up of BOCA, ICBO and SBCCI. This meeting addressed changes
for the 2000 edition of their code. Bob gave a brief explanation of what transpired and discussed a proposal to adopt the Canadian Electrical Code. Additional amendments were discussed in brief detail. Comments from the floor expressed some general consensus amongst the Division members.

Some discussion took place concerning the Florida Building Code and the potential; the State may adopt the International Code. Future discussion s will follow.

Discussion about the 70th Annual Florida Chapter meeting took place.


7. Discussion about continuing education took place. Secretary Christlieb could not recall what the upcoming August class will be about. The class will be scheduled for this August with subject, and date to be announced.

Nelson commented that we are not having enough continuing education. The Division expressed its desire to have more education. Discussion of costs took place.
The Chair suggested that a motion be made that says we, members, pay the $10.00 fee for the continuing education. The Secretary read aloud a letter from 1996 that discussed classes and the $10.00 fee. Mel Hill commented on the fees that are charged by the State to register classes.

Jim Yost made a motion that the Suncoast Division pays for the education fees. Scott Anderson made a second. Further discussion will follow.

Discussion concerning certified instructors and the classes that are available. No resolution to this matter and future discussion should take place. Secretary Christlieb informed the Division of the current courses that are recognized by the State and sponsored by the Florida Chapter of the IAEI.
The Secretary will look farther into this issue.

Nelson commented that the ECF does continuing education and a person has to pay a fee as well as attend the class after hours. Nelson said that we have to give of our own time.

George Blanton, with Square –D, presented panel with a new cable connection system called the Wire Gator. This is currently available in QO and has a knock across the top to accept cables. George demonstrated how to make an installation. This panel complies with Code for securing and connecting cables. Tampa is being used as a test site for this new type of panel.

8. A motion was made by Jim Yost and a second made by Scott Anderson to adjourn. At 3:001 PM, the Suncoast Division as a whole was in favo0r.
