MINUTES: SEPTEMBER 14,2000,IAEI SUNCOAST DIVISION, FLORIDA CHAPTER
GENERAL MEETING: CITY OF SAFETY HARBOR
INSPECTOR MEMBERS 20 ASSOCIATE MEMBERS 9
1. President Steve Doyle rapped the gavel at 1:32 pm thusly calling the Suncoast Division’s general meeting to order. The Pledge to the flag and introductions took place. No new members or visitors at this time.
2.The Secretary was not able to complete the minutes from the August meeting and the Secretary will have them prepared for the next meeting.
Secretary Christlieb made reference to an e-mail received from the State Secretary concerning the new provider number required on advertising and certificates for continuing education.
The Secretary initiated discussion on the Suncoast Division Bylaws. Reference was made to a model copy for editorial changes. Secretary Christlieb explained that what was needed for the editorial changes. Discussion commenced with references made to previously adopted By-Laws of the Suncoast Division. Editorial changes were discussed and noted. Discussion concerning Associate Members and their eligibility for Office was discussed.
A motion was made to add a section under Article IX “ (g) Financial Committee”, its purpose and Officers to serve on the Financial Committee. The motion was made by Mel Hill and seconded by Joe Bolesina. All were in favor.
Secretary referred to the Minutes of the May General Meeting.
A motion by Nelson Montgomery to accept the amended by-laws was made and a second voiced by Scott Anderson. All were in favor.
The Secretary will make the editorial corrections and will have a copy ready for posting to the website.
On file with the Secretary are: copy of information for the Electrical Insider publication; current provider number for continuing education courses; copy of guidelines for implementation of the “Residential Swimming Pool Safety Act”; copy of NFPA 780, ’97 edition; copy of proposed code change by the PCCLB, permits when required, in accordance with Section 29,Chapter 89-504.
3.Ruben Rocha our Treasure submitted his report, which included revenues collected from the recent seminar and class conducted by Dick Widera. Due to the lack of projected attendees, the August 19th seminar resulted in an unexpected loss. However, the Division remains solvent. A motion to accept was made by Larry Cox and a second voiced. Discussion followed concerning future classes and expenditures. A comment about getting the word out to the contractors, suppliers, and apprentices is key to successful education seminars.

4. NEW BUSINESS: Joe Bolesina informed the membership about a new publication called the Electrical Insider. A copy of fees and information were given to the Secretary. Charlie Spitzer spoke briefly about the publication and its value
Joe Bolesina initiated discussion concerning supplying Codebooks to apprentices. Discussion on the organizations that have made requests and the need for Codebooks.
Various ideas for donating funds were discussed and Bill Zanicchi inquired if there is a way to determine the approximate number needed. Gene swisher commented that on his first night of class, no apprentice had a codebook.
Discussion on Code usage and training commenced. Overall, the consensus was that a Codebook is necessary for the education of the apprentice. After some debate on how to allocate funds, a simple solution was decided upon since the books are needed right away. Charlie Spitzer made a suggestion to make it fair for all organizations by establishing a dollar amount for Codebooks. General consensus is to establish a budget number.
Mel Hill made a motion to donate $500.00 to the IEC for Codebooks. Joe Bolesina seconded the motion. With no further discussion, the motion was passed.
The Chair reiterated that in the future, a motion for expenditures would be referred to the Financial Committee for review and to make recommendations to the membership for approval or disapproval.
5.Joe Bolesina discussed a future proposed change by the PCCLB to eliminate surge protection as a requirement for permit. Discussion on U.L. 1449 and its application. Discussion on surge arrestors installed ahead of the main and after the overcurrent protection. Always refer to the manufacturers instructions prior to the installation of a surge suppressor or surge arrestor.
Discussion concerning NFPA changes with regards to NFPA 780 took place. Bob Moore made comments concerning this standard and expressed his concerns if this standard should no longer be available.
Mel made brief comments on local amendments with regards to the Florida Building Code.
The Chair appointed Bob Moore with the task of acquiring more information on the issue of Surge arrestors and surge suppressors.
6. Joe Bolesina informed the Division of the new Swimming Pool Safety Act, per the State of Florida, would be in affect October 1. Joe commented on Florida Power’s final write up on their new service requirements, the meeting will be held on September 28th.
7. Charlie Spitzer asked to refer back to the codebooks expenditure and when the Financial Committee would review this request. Larry Cox inquired and commented that the membership has already voted on the expenditure due to the urgency of the request.

8.Pat Feighan made an inquiry concerning itrinsintly safe systems, their installation and recommend use. Much discussion took place with no resolution to the question as conveyed.
9. At 2: 47 pm, a motion to adjourn was voiced by Joe Bolesina and Nelson Montgomery seconded the motion. All were in favor
