ANNUAL MEETING: CITY OF SAFETY HARBOR

1.President Steve Doyle wrapped the gavel at 1:32pm and followed was the Pledge to the Flag. After the round robin of introductions, the Chair recognized two first time visitors: Dan Caldwell and Walt Doroski. Walt is anew Inspector for Pinellas County.
2.The Division reviewed the minutes from the November General meeting and Jim Yost motioned for acceptance of the minutes as printed. Ralph Philbrook concurred by making a second motion. All were in favor
On file with Secretary Christlieb are: Errata for the ’99 N.E.C. dated 2/1/99; copy of the February Grounding Seminar registration form. Copy of letter from the PCCLB referencing permits for surge arrestor installations, and exclusions.
3.Secreatry Christlieb took to the floor and recognized three of the Suncoast Division members for their loyal and long standing support of the I.A.E.I.: Donald P. Miller for 25 years, Frank W. Howard for 25 years and Richard B. Stone for 30 years.
Accepting the certificate for Donald P.Miller was Scott Mroczkowski, with Gaylord/Miller Electric.
Secretary Christlieb asked the Nominating Committee Chairman to come forward and make his report.
Chairman Widera asked for a postponement due to the busy schedule of Bob Moore, who will be out of town for the rest of the year. Some conjecture about the majority of the committee being present commenced and quieted with laughter. The Chairman asked to defer the report until the January General Meeting.
4.OLD BUSINESS: The seminar on February 17th was discussed. At present, 19 paid registrants were reported. Joe Bolesina commented that James Stallcup’s book is really good and this seminar will have a very good program.
Joe Bolesina took to the floor to discuss the Diamond Jubilee Meeting in Orlando on September 7-13, 2003. Joe asks that anyone planning to attend should fill out the questionnaire so as to assist the Southern Section with the logistics preparation.
Joe asked who would be attending the January Executive Meeting in Naples.
Discussion ensued concerning the PCCLB letter dated November 29,2000. This letter is intended to level the playing field between utility company, which has an exemption eliminating the need to pull a permit, and the contractor who is obligated to get a permit for the same work.
This allows the contractor to compete with the utility. If a surge arrestor installation is under $500.00, no permit is required. For any job over $500.00, a permit is required. This is the price of the device and installation costs. Joe Bolesina fielded other questions. He noted this is per contracted projected.
Copy of the referenced letter is on file with the Secretary.

5.NEW BUSINESS: Joe Bolesina brought up Article 336 and 338 concerning the confusion of the temperature ratings for SE cable, referencing 10 KW heat strips. Joe is requesting the Suncoast Division submit a proposal to the PCCLB for an exemption to read 338 as was written in the ’96 Code and the way it will read in the 2002 Code. Joe commented this was an error on the 60-degree rating.
Discussion and comments were expressed, concerning usage and the ability of the cable to dissipate heat.
A motion was made by Ralph Philbrook to make a proposal for the PCCLB to revert back to the ’96 NEC concerning SE cable as referenced in Article 336 and 338. Bill Zanicchi second the motion and he asked for further discussion
Bill Zanicchi made an interesting comment about manufacturers showing a lower ampere rating on heating equipment nomenclatures.
The Chair asked if there was any additional discussion and called for a vote. Majority voiced in favor and Dick Widera and Ruben Rocha voiced not in favor based upon engineering principles and the basic acceptance of a draft that states its wrong we are going to change it back. Ruben inquired if documentation will be presented to back up what is being proposed. Joe voiced what needed to be done with the proposal. He additionally will provide supporting documentation.
Ralph Philbrook moved to amend the motion by adding: To appoint a committee to look into a proposal for the PCCLB to revert back to the ’96 NEC concerning SE cable as referenced in Article 336 and 338.
The Chair appointed Dick Widera chairperson of a committee to look farther into this issue.
Joe passed out copies of a recent errata to the ’99 NEC. Additionally, Joe commented about a switch that he recently purchased which stated the device was a U.L. recognized component. Joe was hoping for more clarification from U.L.
6. Ruben Rocha our Treasurer gave his report. No disbursements or income for the previous month. The Division remains financially able to meet its day-to-day obligations. Dick Widera moved to accept the report and Ralph Philbrook seconded the motion. All were in favor.
7.NEW BUSINESS AGAIN: Dick Widera initiated discussion about surge arrestors. He spoke about the mandate for surge arrestors and the lack of mandate for surge suppressors downstream. Comments were the NEC should remain as is. Dick noted that Class “C” protection is mandated, then why is not Class “B” and Class “A” also mandated. References were made to other standards and Articles in the Code. Discussion ensued and many references were made.
Discussion commenced on the use of SE cable and application to air handlers. Noted was that 80% of the wire usage is what the Code is trying to accomplish. Dick Widera referenced an NFPA article. Dick will appoint two volunteers to assist with his committee and this will be an additional item for review. The Chair commented that supporting data needs to be presented.
Discussion on a Styrofoam technique for installing cable that is being seen on job sites was discussed.
8.At 3:15pm the Suncoast Division concluded its annual meeting. With no further discussions or issues for the year 2000 being presented, the Chair wished the Body a safe and happy holiday. With a motion voiced to adjourn, and seconded, the Suncoast Division unanimously agreed.
