210.70(a)(3) requires the control to be at the usual point of entrance to the space, not the lighting outlet. It does however require the lighting outlet to be located near equipment requiring servicing.

You also have to start watching out for where the Romex is run if that switch is close to the hole. 320.23(A) from 334.23
Personally I like to see the switch on the top chord of the truss, in the shaft of light that comes up from the scuttle but that is a design issue, not a code issue. Wherever it is you need to protect the romex from the stuff you are "storing" in your storage space.

OK so the answer seems to be that while standing on the ladder at the entry point of the scuttle hole one should be able to reach the switch or string.

About the romex within 6' of the hole: Stapling the switch leg down the center of a 2x4 truss web is usually considered to be protected, at least that's how I've always seen it.
