February 7, 2001

The meeting was called to order by Ed Huntsberger on February 7, 2001 at the Holiday Inn in Palatka at 12:00 p.m.

Present at the meeting were: Gordon “Don” Brindley, Mark Nechvatal, Joff Filion, John Griffin, Dallas Stratton, William Thompson, Phil Dunnington, Charles Pardue, Morrie Trimmer, Raymond Smith, J.C. Patrick, Dwight Wilkes, Jimmy Douglas, John T. Martin, Carl Beaton, Sam Gerace, Ron Rowe, Walt Norton, Ed Huntsberger, Taylor Sams, Michael J. Timpanaro and Dan Carter.

John Griffin gave the invocation.

The minutes were approved as sent out.

Treasurer Report: Dallas Stratton reported we are solvent and all bills are paid.

Old Business: J.C. Patrick made a motion to support the State Officers and Directors financially for the May seminar in Naples, FL, if their local authorities did not do so. It was approved for Don Brindley, Dallas Stratton, and John martin.

Dan Carter announced that the Division still has 2 codebooks and 20 analysis books for sale.

New Business: Don Brindley announced his retirement as Chief Electrical Inspector of Marion County. He said that he would stay active with Building Officials Association of Florida and the IAEI. Don then led a discussion on the new course he is working on to include CEU’s for both the inspector and electrical contractor.

Raymond Smith reported from the Electrical Contractors Board that there was to be no push to unite the ECLB with the CILB. A lengthy discussion followed. Some inspectors thought it might be a good idea, however, the electrical contractors were quick to point out reasons why it should stand alone to protect our industry.

Mark Nechvatal led a discussion on HVAC outside units with respect to having an electrical outlet near equipment. After discussing 210-63 and other articles it was still a little confusing concerning one and two family dwellings. Even if the electric code does not pin this down it was pointed out that the standard Mechanical Code requires “all” outside equipment to have an 110v outlet within 50ft. and in site of equipment and on the same level as the equipment.

Ed Huntsberger led a discussion on the CABO Code book saying that it differs somewhat from other electric codes. He pointed out you cannot use separate codes; it must be one or the other. Ed pointed out in alterations one code required total upgrade on smoke detectors where as one required smoke detectors but does not require them to be interconnected if it involves hardships.

Carl Beaton announced our Division is now starting out 10th year with the IAEI. He said it started February 1992.

John Griffin said everything should be inspected on the rough not on the trim when the job is nearly completed. The inspector’s reply was that the contractor is still responsible even if the inspector missed it on the first inspection.

Dwight Wilkes led a discussion on panel gear without doors. Several contractors including John Griffin said some panel gear is listed without doors and has a dead front that meets the ¼ rod test; but may have provisions for doors to be mounted. It is listed with and without doors.

Bill Thompson questioned if all the tools etc. in the IAEI magazine were approved. The inspectors said some might not be approved that before anything is used a contractor should first know if it is approved.

Don Brindley said it is time our Division put a name in the State Chapter Rotation for President of the State Chapter. This name needs to be submitted at the May seminar in Naples, FL. Ed Huntsberger named J.C. Patrick to head a Nomination Committee.

Jimmy Douglas led a discussion on grounding to the rebar steel. Could you require it after the Florida Building Code is the only code? The consensus was no unless it is available and if not the code required 2 ground rods. John Griffin said it is an economic problem, if contractors don’t have a good ground they will have to make it right.

The next meeting will be held at the Holiday Inn in Palatka on March 7, 2001 at 12:00 noon.
