February 5, 2003

The meeting was called to order by Ron Rowe at 12:00 noon at the Holiday Inn in Palatka on February 5, 2003

Present at the meeting were: Mark Nechuatal, Jimmy Douglas, J.C. Patrick, Don Brindley, Dallas Stratton, Andrew Schirmacker, Ron Rowe, Morris Tesh, Larry Higgins, Dwight Wilkes, Cliff Wilson, John Martin, Jim Lindahl, Phil Dunnington, Bill Thompson, Taylor Sams, Eric Brunn, Robert Friedman, Wayne Zeigler, Charles Crain, Joff Filion, Tom Underwood, Larry Carter, John Griffin, and Dan Carter.

The minutes were approved as sent out, John Griffin gave the invocation and Don Brendley led The Pledge of Allegiance.

Treasury Report: Dallas Stratton reported we are solvent and all bills are paid.


Old Business: Don Brindley gave a lengthy Membership report as Membership Chairman and discussed his efforts to correct some of the problems.

Don Brindley informed everyone about the Veeck Court Case, which involves copyright rights vs. public information rights. If the Courts rule against copyrights and the state adopts a code everyone would have free access to that information. SBCCI says there will be no new codes because no one will have the money to publish codebooks etc. This is a serious problem for our industry.

New Business: Jimmy Douglas informed the Division that the ECLB Board is going to try and reduce the requirement for a journeyman electrician on jobs of more than 10,000 sq ft to 50,000 sq ft. Dan Carter noted that this also applies to a graduate of the Florida Constitution Institute.

Don Brindley and Dwight Wilkes had a discussion about the 2002 Florida Building Code being attached to the Glitch Bill that will be voted on around June 30th or July 1st to become law.

John T. Martin mentioned what it means when all 3 lights come on as it did recently on his 3 light tester. It means reverse polarity and open ground.

John Griffin led a discussion on painting wires to identify which wires are holding fixtures in drop ceilings. This is only required on “Fire Rated Ceilings”.

John Griffin also discussed wet locations and wires used to slab residential kitchens. Wiring must be suitable for wet locations. Ron Rowe said in a conversation with Ernie Winfree he learned the outer jacket on romex is not THWN rated and cannot be used in wet locations.

Ron Rowe led a discussion of rope lighting and the 5ft rule on pools. The code says no to wiring of any kind and any voltage within 5ft of a pool.


Ron Rowe drew Morris Tesh’s name out of the hat for the 50/50 draw, Lucky Morris.

The next meeting will be held at the Holiday Inn in Palatka at 12:00 noon on March 5, 2003.
