Joff Filion called the meeting to order on, November 3, 2004 at the Quality Riverfront Inn in Palatka at 12:00 PM.

Present at the meeting were: John Griffin, Charles Crain, Dallas Stratton, Cliff Wilson, Bill Thompson, Joff Filion, Taylor Sams, Richard Davis, Don Brindley, Wayne Zeigler, Jimmy Douglas, Andrew Schirmacher, Ron Rowe, Lee Carroll III, Dwight Wilkes, Jim Lindahl, Morris Tesh, Randy Leonard, Eric Brunn, Dave Branum, Fernando Gonzalez, and Alan Waters.

The minutes were approved as sent out; John Griffin gave the invocation and led The Pledge of Allegiance.

Treasury Report: Dallas Stratton said all bills are paid and we are solvent.

Old Business: Don Brindley reported that as of 10-7-04 we have 195 members.

New Business: Paul with Tran Con will be at the December meeting to discuss transfer switches.
Dwight Wilkes announced that at the Florida Building Commission meeting the committee met concerning the issues on permitting low voltage communication wiring. They had referred to the 1996 Section of Congress # 207 by the FCC. The committee agreed with the deck statement that permitting and inspections are required. It then went by request of one of the building commissioners to legal for the attorney to get a complete print of the FCC regulation governing the restriction on video programming signals. The committee needs a clear understanding if this violates any federal laws. The committee expects to have the statement returned as of their December meeting. Also the committee has requested from staff copies of the 2005 NEC so that the process of getting it adopted by the State of Florida may begin.
Dwight also announced that at the Southern Section meeting the team from UL has warned of an increase in electrical gear that has been arriving in the US from overseas that are CE marked. That marking is not recognized by the US.

John Griffin had brought up an issue he had with an inspector over the use of a reducing bushing on the line side of the meter can. This particular scenario they where changing the house from an overhead service to an underground one. The bushing was used above grade to reduce the 3” conduit to 2” to enter the existing can, which would not accept the 3” conduit. It was agreed that if the utility co. had no issues with it that it meets the NEC and should be used.

Jimmy Douglas brought up the NEC code (210-52.D) governing receptacles within 3’ of the basin in the bathroom of a dwelling. The question being why 3’, where did that footage come from?
It was assumed that as with the shorter cords being the reason the footage for the kitchens where changed that shorter cords might be the reason the distances where changed in the bathroom as well.

Education: Don Brindley passed out the 2005 NEC codebooks that had been received. The Electronic addition has since arrived and will be made available at the December meeting, it is possible that the Handbooks may show up, if so they will be made available for pick up as well.
Don started reading from the 2005 NEC in 210-50 covering upcoming NEC changes. It is suspected that the 2005 NEC may be adopted into the FBC as of June or July of this year.

Don Brindley pulled Taylor Sam’s name from the hat for the 50/50 draw. Lucky Taylor.

The next meeting will be held at the Quality Riverfront Inn in Palatka at 12:00 noon December 1, 2004. And as tradition holds true the Lunch tab will be paid by the Division as a Christmas gift to you.
