Joff Filion called the meeting to order on, January 5, 2005 at the Quality Riverfront Inn in Palatka at 12:00 PM.

Present at the meeting were: John Griffin, Charles Crain, Cliff Wilson, Joff Filion, Taylor Sams, Bill Thompson, Don Brindley, Jimmy Douglas, Ron Rowe, Dwight Wilkes, Jim Lindahl, Mark Nechvatal, Mike Timpanaro, Sam Gerace, Phil Dunnington, Andrew Schirmacher, Dan Heald, Dan Wehby, Wayne Zeigler, and Alan Waters.

The minutes were approved as sent out; John Griffin gave the invocation and led The Pledge of Allegiance.

Treasury Report: Joff Filion reported as a stand in for Dallas Stratton who is on vacation that all bills are paid and we are solvent.

Old Business: Joff reported that he would be signing the new contracts with Quality Inn for the coming year. The amount for the room and for lunch will remain the same.

Don Brindley brought up the memo posted November 1, 2004 by Duval Co. Building Dept. that basically requires that the Metercan be mounted directly to the Mobile/Manufactured home. Don explained how this could be a violation of the code and needs to be looked at again. Jimmy Douglas said he would bring this to the attention of the building dept and is to get back with us in February. Don in the mean time will discuss this at the State meeting to determine what actions our division can take. A motion was made to table any actions until the next meeting in February.

Dwight Wilkes reported that the 2005 NEC will be adopted into the State most likely in June/July 2006. Last month I reported that it would be this year. The Florida Building Commission committee has begun the 120 processes for the adoption of the 2005 NEC. The earliest it would be adopted will be in 2006. Next month Dwight will give us a copy of the matrix of the process to give us a better timeline to work with. The Florida Building Code will be adopted by the State as of July this year.

New Business: Don Brindley introduced Mr. Daniel Wehby an electrical engineer and Mr. Dan Heald both of which want to schedule a time to discuss Arc Flash.
Don Brindley announced he did receive copies of the 2005 Analysis Books and they are available. There is a difference in the price, originally the books where thought to be $ 47.00 but it turns out they are only $ 46.50. The 2005 NEC Handbook is expected to arrive in the month of February. Don did purchase copies of the power point presentation for the 2005 code changes in lieu of slides for the next code change classes.
Classes will most likely start in June for Ocala and in July for Jacksonville.
Jimmy Douglas asked for a run down for prices on 2005 NEC materials. Don quoted the following:

Mike Timpanaro said that the Building Officials Association of Florida website has been recently discussing issues involving satellite antennas installations. Dwight Wilkes said one jurisdiction has a deck statement currently in front of the electrical tack committee involving the installation of these dishes. Issues like egress, tripping hazards, and grounding, etc. will be looked at.

Mike Timpanaro at Don Brindley’s request brought a copy of the statute # 1013.371 concerning anyone inspecting schools is required to be certified by the Dept. of Education.

Mike Timpanaro announced that in Lake Co. they have had a couple situations with gas stations. The contractor has elected to install the service gear outside, they had purchased a floor-mounted unit and are slabbing into the bottom and setting there seal offs in this area. Since this is not an explosion proof enclosure and it is outside the Class 1 Division 2 area itself it is not classified. Two issues that where addressed where bonding which was taken care of thru the use of bonding bushings and in article 408.10 of the NEC that the nipple cannot protrude into the enclosure no more than 3”. Once both of those issues where dealt with an inspection was given. Code panel 14 has looked at this and said they feel it is not a problem even though the seal offs could leak it is not a pressurized system and what leakage there is would dissipate. Most inspectors would disagree but until it is changed it is acceptable. Mike has posted pictures on the IAEI website.

Don Brindley had received a letter from Square D concerning the problems they are having with the arc-fault breaker. The letter stated that Square D is working hard to resolve all issues concerning the arc fault breaker. By contacting the manufacturer replacement breakers can be obtained. Square D is working with builders, contractors and owners to obtain information on what breakers need to be replaced.

Education: Time restraints did not allow.

The 50/50 draw was cancelled due to the fact the Secretary did not bring the tickets.

The next meeting will be held at the Quality Inn in Palatka at 12:00 noon February 2, 2005.
