Joff Filion called the meeting to order on, February 2, 2005 at the Quality Riverfront Inn in Palatka at 12:00 PM.

Present at the meeting were: John Griffin, Charles Crain, Joff Filion, Taylor Sams, Don Brindley, Jimmy Douglas, Ron Rowe, Dwight Wilkes, Jim Lindahl, Mark Nechvatal, Mike Timpanaro, Phil Dunnington, Andrew Schirmacher, Dan Heald, Dan Wehby, Wayne Zeigler, Paul McMahon, Fernando Gonzalez, Steve Mills, Jacques Skutt, Ernie Winfree, Richard Davis, James Drummond, Dallas Stratton, Don Hodgson and Alan Waters.

The minutes were approved as sent out; John Griffin gave the invocation and led The Pledge of Allegiance.

Treasury Report: Dallas Stratton said all bills are paid and we are solvent.

Old Business: Dwight Wilkes brought a copy of the matrix for the adoption of the 2005 NEC code by the Florida Building Commission. If you are interested in seeing a copy (Florida Building Commission 2004 Workplan) they are available thru the Dept of Community Affairs, Codes and Standards, 2555 Shumard Oak Blvd Tallahassee, FL. 32399.

Don Brindley as requested brought the COJ memo to the attention of the State Chapter. A letter is being drafted by the State Secretary concerning this issue, which will be sent directly to the DCA.

New Business: Terry Summerall, Florida Chapter IAEI President will be attending our March 2nd meeting.

Don Brindley announced that the State level board of directors is planning to appeal the legislature in regards to the length of time that the NEC takes to be adopted. Dwight Wilkes said that if the code was accepted as a standard instead of as new code that the process would be less and would in turn speed things up. However these issues are to be addressed for future code cycles and we can still expect the 2005 NEC to be adopted into the Florida Building Code on or near July 2006.

Phillip Dunnington said he had received a phone call from a contractor in the mid Florida region stating he was denied a permit for the installation of a stand by generator at a residence and wanted some feedback from other areas of the state to see what their opinion would be. The situation is that the residence has a 200-amp service and they want to install a 200-amp auto transfer switch and back feed it with a 25Kw (Approx 100amps) generator. The county said since this generator would not back up the entire load that it was insufficient and a larger generator would be needed. Thru some discussion it was agreed that the builder should have been allowed the permit. According to the NEC Article 702.5 states that “The user of the optional standby system shall be permitted to select the load connected to the system”. It does not state that this shall be done automatically; the user may select and deselect loads manually via the circuit breaker. It may be that you would want a listing of what the user intends to run on standby power for your records.

Don Brindley introduced Mr. Daniel Wehby and Mr. Dan Heald of Suncoast Industries who gave us a presentation on Arc flash.


Education: Time restraints did not allow.
