Richard Davis called the meeting to order on, December 6, 2006 at the Golden Corral Restaurant in Palatka at 12:00 PM.

Present at the meeting were: John Griffin, Dallas Stratton, Cliff Wilson, Jimmy Douglas, Edwin Garcia, Joff Filion, Don Brindley, Mark Nechvatal, Fernando Gonzalez, Joe McGowen, Taylor Sams, Larry Hites, Richard Davis, Andrew Schirmacher, Wayne Zeigler, Kevin Morgan, Ron Rowe, Doyle Griffin, Donald Schlueter, Eugene Hernandez, Tom Peters, and Alan Waters.

The minutes were approved as sent out; John Griffin gave the invocation and led The Pledge of Allegiance.

Treasury Report: Dallas Stratton reported that all bills are paid and we are solvent.

Old Business: Jimmy Douglas followed up on last months query by Cliff Wilson concerning smoke detectors. Cliff had questioned if a contractor adding smoke detectors in an existing bldg that is not being remodeled, would the detectors have to be interconnected? The fire marshal for Duval Co. said that he would require that. Joff Filion said he remembers the NFPA72 NOT requiring the smoke detectors to be interconnected. This was tabled until next month for further research.

NOTE: The 2005 NEC went into effect December 8 2006.

Last month the question had come up on strapping Romex in attic spaces. The code is clear on how, when, and where to strap. The question was; are the counties that are not currently enforcing these codes going to start. Last month several counties had said they would start but using the “slow trigger” style to implement this enforcement. Now these counties are undecided and are wavering on this to be enforced. This item was tabled until further decisions are made.

New Business: Don Brindley had mentioned the article in the current IAEI magazine concerning temporary power poles, noting it is exceptionally good and all should read it.

Joe McGowen asked how other counties are inspecting the bonding of gas piping. The question is if the gas piping is installed using flexible conduit are you required to bond the piping at hard fittings and what are you to do with the systems that use fittings that will insulate the flex line from the bonded fittings. This question was tabled in lieu of some research into these types of fittings.

The question was brought up if a double insulated pump on a Jacuzzi style tub motor is installed with a bonding lug should there be a bond wire. This question was tabled for further research.

Another question that was asked and tabled for more research was; is a meter can that is encased in stucco acceptable by the NEC. This install voids the can from its ¼” air gap at the back of the can.

Another hot topic is the equal potential bond required for pools. There has been a considerable amount of discussion on the NEC forums. Some questions came up on how is this to be installed and inspected; this discussion was also postponed for further discussion.
