Will it, or is the practice of your building department to review and approve Chapter 13 energy efficiency requirements such as voltage drop requirements at the plans examination stage or will this left to the field inspectors to determine compliance?

We do this at the plans examination stage and also the field inspectors check on it. (one of my 2 electrical inspectors also does plan review. This helps get it right.) We also do fault current at plan review.

We do here in Haines City.
This was discussed at a state meeting a few years ago, off the floor at break and I think most everone in on the discussion agreed we need to. In away it helps the equipment (from under-voltage).

We check for it on plan reviews whether we are working as private provider, doing a peer review for a design professional (who will submit to the AHJ the regular way), or while supplementing the local AHJ with our plan review staff temporarily. Here is one of my typical templates. I have a bunch of them all worded a bit differently. If anyone wants, feel free to use all or in part:


1. [GENERAL] 2004 FLORIDA BUILDING CODE CHAPTER 13 13-413.1.ABC.2.1 INDICATE ON THE CONSTRUCTION DOCUMENTS THAT WITHIN 30 DAYS OF SYSTEM ACCEPTANCE, RECORD DRAWINGS SHALL BE PROVIDED TO THE OWNER. PLEASE REFER TO THE DETAILS IN THE CODE INDICATED ABOVE FOR SPECIFIC WORDING REQUIREMENTS.



2. [GENERAL] 2004 FLORIDA BUILDING CODE CHAPTER 13 13-413.1.ABC.2.2 INDICATE ON THE CONSTRUCTION DOCUMENTS THAT AN OPERATING MANUAL WILL BE PROVIDED TO THE BUILDING OWNER. PLEASE REFER TO THE DETAILS IN THE CODE INDICATED ABOVE FOR SPECIFIC WORDING.



3. [GENERAL] 2004 FLORIDA BUILDING CODE CHAPTER 13 13-413.1.ABC.1.1 INDICATE SOMEWHERE ON PLANS THE MAIMUM VOLTAGE DROP FOR FEEDER CONDUCTORS IN ACCORDANCE WITH THIS SECTION. PLEASE REFER TO THE DETAILS IN THE CODE INDICATED ABOVE FOR SPECIFIC WORDING. ALSO PROVIDE A TABLE SHOWING THE LENGTH OF HOME RUNS AND VERIFYING THE % (PER CENT) VOLTAGE DROP FOR THE FEEDERS.

Regarding energy efficiency enforcement, is it the responsability of the electrical plans examiner to review the FLA/COM and input data report submitted by the engineer of record? I have noticed on some of these reports that the fixture count does not correlate with the drawings submitted, and even sometimes the wattage does not correlate. I personally believe there is a difference between a design profesional and the reviewer, but what are you guys requesting if this is encountered on the review process?

I really think this is just more "feel good" legislation with no particular real world application. Who know what will happen to load in the future. It will certainly go up.
It is going to complicate what used to be simple tasks. I assume you all saw the proposal that you will need a full energy calculation when swapping out an AC condenser.
When you start really looking at voltage drops a lot of those "installed per label" installations may not pass muster. Now that quick condenser swap will be a week or two in permitting and may require running new circuits.
I suppose this really means most will either be "repaired" or simply swapped without a permit.
