According to the NEMA reports, this appears to be the language the 2008 NEC will have for 210.12(B).

Quote:
(B) Dwelling Units. All 120-volt, single phase, 15- and 20-ampere branch circuits supplying outlets installed in dwelling unit family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sun rooms, recreation rooms, closets, hallways, or similar rooms or areas shall be protected by a listed arc-fault circuit interrupter, combination type installed to provide protection of the branch circuit.

The Draft for 2008 says
All 120 volt 15 and 20 amp circuits in dwelling units.........

The panel took a more measured approach to the AFCI expansion through the action on Comment 2-95. See the commentary on Comment 2-95 (below) for more information.
The NEMA reps recommend voting in favor of the panel action with an affirmative comment on vote (only to note that the panel statement should reference 2-95 instead of 2-85).
Comment 2-95 revised the text of 210.12(B) to read as follows:
(B) Dwelling Units. All 120-volt, single phase, 15- and 20-ampere branch circuits supplying outlets installed in dwelling unit family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sun rooms, recreation rooms, closets, hallways, or similar rooms or areas shall be protected by a listed arc-fault circuit interrupter, combination type installed to provide protection of the branch circuit.
The vote on this comment was 7-3-1. IBEW, IAEI and IEC voted negative because they believe the expansion should have been to all circuits.

The 2008 draft doesn't list the areas. It shows the same as the ROP 2-142.

I believe the intent of this change is to basically require AFCI protection on all 120v circuits that are not presently required to be GFCI protected.

Rob, the purpose and function of an afci is completely different than that of a gfci. I do not believe that has any consideration at all. Gfcis protect against electrocution, afci's protect against fires cause by arcing faults.

Based on the ROP and ROC panel statements, it again appears to simply be a compromise. One side wants everything, the other wants nothing, so they are meeting in the middle.

I suspect it has more to do with the places where wires will be in contact with combustible materials and pose a hazard if they ignite.
The GFCI does help tho. You have a greater than 50:50 chance the fault will be a fault to ground. I assume that is why AFCIs have GF protection too.

Bryan, GFCI is required in wet areas. My thinking is that in wet areas there will less chance of fires starting from arcing and igniting combustable materials.
