Has anyone ever proposed a program to go back and inspect a sample of dwellings that have been CO'ed for a year or two to see how well the electrical systems are holding up? I know IAEI is looking at pre-inspections of older dwellings before renovations but I was just curious about fairly new buildings. It might be interesting to see how long <pool> door alarms, exposed bonding condutors, AFCIs and smoke detectors last.
As a side note, I wonder how many of the recalled SqD AFCIs will ever get replaced. I do remember the study in central Fla where a scary number of GFCIs were simply dead, offering zero protection.

If we were ever going to do this, it might be time, since new starts are slowing down and there are lots of homes that got slammed together by marginal workers with minimal real inspecting going on in the last couple years.
No offense but when anyone with a rusty pair of Kliens and a mouthfull of wirenuts was an "electrician" and inspectors were leaving the office with 40 tickets there were probably some mistakes made.

Unless given permission by the homeowners how could you do it legally?

This would have to be a voluntary program

This idea came about because my wife is running warranty calls in the lull between building cycles. Actually looking at your product a year or two down the road is an eye opener. After the cosmetic problems "leaks" are probably the #1 call (pool and residential plumbing)
On the electrical side dryer vent fans are probably the #1 call, either running all the time or not going at all. That is an installation problem most of the time with the sensor oriented wrong. Switch problems are probably #2, miswired 3 ways or simply not going anywhere.
The troubling ones are luminaires that are falling down because the box was not secured properly, AFCIs that do not reset and various alarm (pool or smoke) problems. During the warranty period these usually get fixed properly but after that the fix will probably not be as "proper". They do get a lot of requests to simply jumper out the failing alarm. As a national company they can't do that but an unlicensed "handyman" certainly can.
