Q1:
When using the residential feeder reduction (200 amp service = 2/0 instead of 3/0) is it still permissible to further reduce the neutral if given the proper calculation showing the maximum unbalanced load on the neutral conductor?

Q2:
If the answer to #1 is yes, then I would be correct to assume that the breakers would have to be installed EXACTLY like the panel schedule layout shows, in order to get the proper balancing. Yes?

Yes to both Questions. The neutral may be reduced in size provided the requirements of 215.2, 220.61, & 230.42 are met.
