I have always questioned why an electrical inspector needs to take the accessibility course since it doesn't remotely address anything electrical. That absurdity was confirmed when I took the law course. It turns out I would be subject to a $1500 ($5000 if I did it twice) fine if I attempted to actually inspect any aspect of "accessibility" since I don't have the structural building inspector endorsement. That is in their "scope" not in electrical. Clearly this is political correctness run amok.

The are a few elements of accessible builings and structures that relate to electrcial equipment and devices, though not all that extensive. I do understand your point though.
