For many instances, these problems occur for two primary reasons, both are NOT related to stray voltage or objectionable currents.

1. Lack of equipment grounding (bonding) conductors supplied with circuit conductors.

2. Lack of bonding of noncurrent-carrying metal parts associated with the circuits and equipment.

While true stray voltage / objectionable current issues are a serious problem and need to be delt with, many of these instances can be corrected by compliing with the current bonding and grouding requirements of the NEC.
