Who cares about unpermitted activity? I witnessed a contractor working without a permit, unstalling 80' of underground conduit and a branch circuit to a remote building. It was a sub-standard job with several violations. The contractor was unresponsive to my observations. (I am not the AHJ)
Following the instructions in that dumb 2 hour "law" course we all have to take, I filed a complaint with DBPR. They have pretty much blown it off saying, without a complaint from the customer, they don't care.

If DBPR is not going to do anything with complaints, stop making me take the courses telling me I have to file them.

I filed a complaint a couple years ago about unlicensed "handyman contractors" advertising electrical work in a local publication. I don't really know whatever came of it as I only received a letter from the DBPR stating they were taking care of the situation and then heard nothing more.

And then recently, we have had a rash of unpermitted generator installations take place around the city. Though the process has been slow, we have been able to track down a few of the contractors involved. In most cases, it just results in double-permitting fees.

In this area, alot of the builders use multiple contractors. In many cases, the contractor listed on the sub-sheet doesn't match the actual contractor doing the work. We don't seem to enforce this issue, however it doesn't really seem to be a problem.
