Need clarification, Is it possible to to calculate the FLA-COM energy calculations based on the actual max. LAMP rating on a particular luminaire or does it have to be the Max. wattage labeled on the luminaire?

It appears based on the exact wording of the section and the criteria listed in 1-5 of the section that the max wattage of the luminaire must be used and NOT the actual wattage rating of the lamp used.
