Here's the big bummer. Even if the 2008 is adopted by December 31, it will be long past the deadline to submit code change proposals to the NFPA. This means Florida electrical professionals are effectively "out of the loop" when it comes to code change. If the FBC determines the code cannot be updatd until 2011, the 2011 NEC will have been published and released, thus making it more practical to adopt that code, skipping the 2008, to stay most current.
However, most electrical profesionals will have no experience with the 2008 NEC and not be up to date on the 2011 code changes. The only solution is submit for state specific changes which I feel is confusing and messy.
I really don't think anyone will be a big fan of using the NEC as published by the NFPA, but having to refer to Chapter 27 for all the state changes.
Also, at some point (sooner than later) ICC is going to start testing under the 2008 NEC as will all the different exam providers used in the state for journeyman and master electrician certifications. Most of the CEU providers, including the IAEI has changed all their courses and programs to the 2008 NEC as well.
Oh well. It does make things interesting...
