1. AT 1:30 PM President Paul Cameron wrapped the gavel to commence the Suncoast Division General meeting

2. The minutes were revised and corrrections noted per Robert Barbee.

3. Committee reports: The Treasurer was not able to be present today. The Division is still solvent
Membership – John Sheesley had nothing to report
Education Committee – Gray Snodgrass had nothing to report
4. NEW BUSINESS: Discussion the solar contractor certification and a checklist took place. There was discussion concerning the adoption of the 2008 NEC in relation to the Florida Building Code.
Discussion concerning a Yellow tag notice on a meter base to indicate a solar installation. Each utility has different requirements. There is a requirement to place a visual notice and an additional disconnect may be required. Municipalities are starting to see more solar installations.
Structural permits, engineering and electrical permits along with product approval may become standard requirement for solar installations.
Discussion concerning the ethics requirements for Inspector licenses renewal took place. No definitive answer was concluded. Discussion on continuing education for Law and Rules. There are instructors available depending upon fees. Further discussion on other alternatives took place.
5. OLD BUSINESS: Janelle’s Law Committee was inquired. Secretary Christlieb is working with Ken Lambert on setting up a presentation for the September Meeting. Robert Barbee presented e mails discussing Janelle’s Law and he elaborated on some o the highlights. Primary question is how to enforce the law.
Building Officials Association of Florida of Florida had a discussion concerning various questions that this law presents. Overall conveyance is enforcing to the letter of the law for new construction.
Wireless smoke alarms were briefly discussed. There is rhetoric about acceptable or not.
References were made to 704, R313, 904 of the 2004 Florida Building Code.
Discussion ensued, with no resolution. Discussions that battery operated smoke alarms are acceptable if there is no accessible attic or crawl space.
Carbon Monoxide detectors were also discussed as to the location of the detectors to be installed. Possible a warm draft could cause a nuisance alarm.

Discussion concerning who should enforce the Carbon Monoxide detector and smoke alarms. Is it the electrical inspector or is it he building inspector. Discussion on the level of construction also took place. No definitive answer concluded.
A policy meeting is planned for the City of Tampa to discuss how to proceed with this issue.
The requirements are good. A final definition needs to be established and uniformity for compliance needs to be established.
Mentioned, Oxygen Depletion System is sometimes installed with gas appliances.
Floyd Lowry presented the Secretary with a magazine article discussing NEC Article 334.15(c) requiring running boards to be installed underneath a crawl space. The intent is to install a support means for the cables to prevent cable from being pulled down and damaged. There have been reports of duct work or plumbing pipes lying on top of cables. Running board will keep that cable in place and help prevent form notching floor joists. This will also require that an installer will be made to support his cables.
Discussion ensued concerning by passing the 2008 Code and just adopting the 2011 CODE. This would create more challenges for the inspection community and the contractors. The largest cost noted is for the AFCI circuit breakers.
An inquiry concerning a water proof Romex will be available? Discussion ensued. Only UF is available
Noted is the wicking that retains water. Discussion on the various types of Romex that is available.
2008 CODE will not allow a stove pipe installion at the exterior of a house.
Discussion on Third party certification commenced. NRTL that test and list products. Mac related a story of a sign that had a U.L. pump motor sticker placed on it the next day after an inspection. It has since been corrected.
Gene Swisher has a collection of bad GFCI outlets that he would like to present to U.L. for testing. There have been some bad GFCI outlets floating around Tampa.
6. Plaques were presented to Nelson Montgomery for his service as President to the Suncoast Division. Also, presented to President Paul Cameron was a Gavel of Service.
7. At 3: 30 PM, a motion was voiced to conclude this meeting and second made by Ralph Philbrook. All were in favor
