In a Electrical room located on the 17 Level of a hi-rise a have a step down transformer that has its primary disconnect located on the 9th Level per the engineers design. I am not to happy with this design due to safety reasons. Wanted to get your opinion on this design?

There is no requirement for a disconnecting means within sight of the transformer on the primary conductors if thats what your concern is.
