406.11 says "In all areas specified in 210.52, all 125-volt, 15- and 20-ampere receptacles shall be listed tamper-resistant receptacles."

If that means all receptacles in all areas specified then the twist lock on an above ground pool pump needs to be TR since "outdoors" is a specified place.
If it only means all the receptacles specified in 210.52 then the switched lighting outlet receptacles don't need to be TR because it is in addition to the ones specified in 210.52.

I understand the intent but I question the language.

partially agree, except that the pool pump is not an outlet required by 210.52, I wonder about the switched outlet though, and how about floor receptacles located more than 18" away from the wall, are we missing something or did Panel 18 miss something

We have a little discussion over on ECN about this and the emphasis seems to be on "all" when 406.11 refers to 210.52 so all receptacles in all areas referenced in 210.52 need TR in a dwelling. That leaves you with "is an outdoor receptacle 'in' a dwelling"? If not, is a detached garage "in" a dwelling?
The original question was "can you even buy a TR twist lock"?
I also wondered if receptacles built into baseboard heaters are TR yet. Has U/L updated that listing standard? I suppose it is just a matter of time until the focus of this concern gets to the end of extension cords and lamp sockets.

Comment on Proposal No: 18-40
Recommendation: The panel should continue to Accept this Proposal.
Substantiation: Tamper resistant receptacles will significantly reduce the number of injuries to children that result from children inserting foreign objects into a receptacle. Tamper resistant receptacles are readily available from the major receptacle manufacturers. Tamper resistant receptacles are also available as GFCI receptacles. Tamper resistant receptacles are listed to UL 498. UL 498 has a section that contains specific requirements for tamper resistant receptacles that ensure that a foreign object cannot be inserted into the receptacles furthermore should not be required in homes that do not contain small children. The commenter requested the Panel continue to accept Proposal 18-40. Proposal 18-40 requires all 125-volt, 15- areas specified by 210.52 be listed tamper resistant receptacles even though not all of the area will be accessible to small children (ages 9 months to 5 years)which are the people the substantiation states that these devices are to protect. This all-encompassing change puts an unnecessary burden on the end use customer for those installations of receptacles inaccessible to small children such as for refrigerators or for wall receptacles above countertops. Furthermore, tamper resistant receptacles or faceplates with tamper resistant features are not available at the $0.50 premium as discussed in the substantiation. Although EEI supports the safe installation of premises wiring in the Code and the concept proposed in the original proposal and this comment, EEI cannot accept this change without having the specific facts to broadly apply this requirement throughout the entire dwelling’s premises wiring.
Comment on Affirmative:
PIERCE, J.: I continue to recommend an affirmative vote on this proposal to add tamper resistant receptacles to this Article. Some have said the increased cost and intrusion into our homes is not worth it. I disagree. This is an improved design with obvious benefits. These points against the proposal are always used and we as Committee members should rise above those tired reasons to vote reject.

Looks like the 2011 covers all the questions asked except the baseboard heaters.

This is how it's being handled in NC.

We have been requiring all receptacles specified in sections 210-52A
thru H. So attics, crawlspaces and rooftops areas are exempt. I like the
exceptions proposed for the 2011 code. Take care.

John; since those spaces fall within 210.52A thru H. why would they be exempt, unless NC decided to exempt them
