Once again I'm confused - or maybe I just don't understand the Code, again.

Essentially, 250.114 defines under what conditions exposed non-current-carrying metal of cord-connected equipment is required to be connected to the EGC. The Exception to that says that Listed equipment covered in 250.114(2) through (4) is not so required if it is double-insulated.
But the Exception specifically omits 250.114(1) which covers hazardous (classified) locations.
Does this mean that Listed double-insulated products may not be used in the Classified locations of 500 through 517 and that only products with grounded accessible metal are allowed?
If the answer is yes, what is the rationale?
Does that mean if someone is doing a repair with a double-insolated, cord-connected, drill in a Classified area, say a hospital, he/she is in violation of the NEC?

Read that section again, cover up the exception and go straight to item one, then go back and read the exception

Did that and came up with the conclusion that double insulated cord-connected tools with accessible dead metal would not be permitted in Classified Areas, NEC 500-517. Of course, you don't see many tools of that kind; in fact, all the double uninsulated tools I have ever seen have had a non-metallic enclosure.
In any event, I guess the NEC must have decided that the shock hazard avoided by double insulation created a greater hazard in Classified areas, and therefore took this approach.

I think that I would read that again, the way I read that, is that double insulated equipment, is the exception to the rule, and that it has to be distinctively marked, and not required to be connected to an equipment grounding conductor

You can't take a double insulated drill or tool into a class 1 division 1 location. Thats why the code doesn't include #1. The tools have to be rated for use in that application or you will blow up. Any spark at all is dangerous, thats why you need special tools, even hand tools like channel locks, screw drivers, klines, etc...

Mike you are right, I stand corrected, after reading the exception again. And I do know better, did a gunpowder mixed at Olin in St Marks years ago
