Tradionally I have only inspected 'meter releases' for work within the Right-of-way. The inspection stops at the service disconnect and earth electrode...Rapid forward to 'traffic control gates' within the City Right-of-way. Why do I sense a difference of this from inspecting City buildings on City property. Where are Right-of-ways exempted?
