NEC 408.4 Requires every circuit to be legibly identified as to its clear, evident, and specific purpose or use. Does the attached photo comply? If I can upload the photo.....

Tough question. I see the dilemma. I could take either side and come up with a compelling argument. Of course the right answer is two directories, one in English and one in Chinese but I am not sure there is actual code "language" to support it.

The short answer is "all of the above". In a multinational, multicultural world it is going to be hard to fulfill that with a single language. I am not sure how the code would, or even should, address that.
In the example above I am curious if the electrician was Asian or if this was unlabeled and the directory was filled out by the tenant later.

I would defer to the last and highlighted statement in 408.4, along with the explaination in the handbook and analysis and effect section of IAEI's Analysis of Changes, it should be clear to whomever is looking at the panel schedule what each circuit is, whether it be inspector, maintenance, code enforcement or contractors, in short, I agree with gfretwell, all the above, and if necessary a suplemental directory in another language other than that of the normal regional language could be added. just mho
