Personally, I hate them - but do we regulate them somehow? With these cameras popping up all over the place, I would like to ask the following:

1. Does the setup require it's own service?
2. Does your jurisdiction inspect the service only?
3. Does your jurisdiction require a listing for the camera equipment?
4. What about wind speed?

Not to sure about wind speed. And what that means.
(Wind codes?)
But this has become a money maker to the cities.
And now they are using it for not just running a red light but also for right turns, where you don't stop before the white line before proceeding.

They had a bunch of red light cameras in Naples and wrote a butt load of right turn tickets. The outrage was so complete that they wrote an ordinance that the cameras would not be used on right turn violations, only running the light.
The vendor is now threatening to pull his cameras.
These are usually 3d party cameras, installed and monitored by a vendor who gets a cut on the violations they present.
Because of that they may not be able to escape permitting and inspection if the CBO wants it. This is not the same as DOT installed and maintained traffic signals.

For Now, Our City Manager says no red light cameras,(that's good because I can't afford the tickets, sometimes, I don't drive so good)

Hey Nick. These are located within the City, County, or State Right of Ways and are powered from the existing traffic control cabinets...(minimal load). They are exempt from NEC as are utilities along R.O.W.'s but if a pole service were required then I would inspect it for NEC and a meter release to the utility...

We struggle with this issue all the time. Utility and DOT improvements frequently cross into that gray fuzzy area of exempt and non-exempt work.

For many projects, FPL will not connect and energize a new service without the approval of our department no matter who or what the service is for. This creates great conflict when the traffic control contractor believes they are exempt from municiple permitting. The same applies to street lighting, irrigation, retention pond foutains, ect...

I would highly doubt we would require permitting, document submittal, or inspection of red light / speed cameras here in North Port. That being said, I do not believe they have been proposed here as of yet...

I believe this is returning to you, only, as our IT department protects us from 'social networking sites'.
Here is my take and my experience:
For years the state buildings, schools, universities, etc. were exempt from the building code and inspection. With the FBC 2001 that exemption seems to have vanished. No one can show it to me. And we have taken on inspections for University of West Florida (after a period with their own department) and the schools. Therefore, there may be NO exemption for FDOT owned and operated services and electrical systems. We have not pushed the matter.
Recently we had services installed along the interstate for the "Traffic information, control, security, monitoring, etc" system that gives advice to motorists. These were installed by a private electrical contractor, for the private Information contractor who is building and leasing and operating the system on a 10 year contract to the State of Florida. We required inspections on the services.

We did not inspect the transformers and sensors, etc out in the median and at the equipment. Partly because we knew they have 'different' ideas about bonding and grounding, and partly because they were on the ROW and isolated.

After some initial 'issues' we got the electrical contractor to say "Wow! I am glad you all found these things."

As a side note: A lot of the services were 240/480 volt SINGLE phase! Turns out that a lot of the services for the FDOT meet that spec. The installed took 240/480 where they could and 120/240 in other locations. If they had a transformer and disconnect at the meter/service location we inspected that for proper bonding and grounding.

We have since had inquiry regarding the 'red light cameras'. We were told by our county traffic department that FDOT would NOT let them use their power or cabinets. So we have given our County department a memo stating that they will need permit, inspection, and meet all requirements of the NEC and the FBC. There are a lot of 'cameras' on the mast type traffic signals in our area, but they are only to sense if a car is waiting in the turn lane, or to go through the intersection. They do not actually send video feed. And they only see the front of the car on the road.

That is not exactly true. The state just did internal permitting out of the department of management services and after the law change in 1995-6 they had state licensed inspectors. That program finally wound down when the unified building code was implemented and they did not need to 100 different sets of plans for identical buildings in different locations to deal with all of the local amendments.
The code enforced was the current NEC, unaltered. The building code was SBCCI, later ICC.
DOT was under DMS along with virtually all of the other agencies. We still did not inspect work up on the poles, in the right of way, only things in the offices and maintenance facilities. (also sewer lift stations)

There was also a separate building department in the department of education for K-12 and yet another one for the university system. I was not involved with them.

The guy who ran the DMS building services (Richard Webb) went to Juvenile Justice to run a sovereign building department there. I just got a request to bid from them so I assume they are still doing it.
I also think Corrections does their own permitting. Do you guys get inspections in state prisons? We used to do that at DMS.
